EU foreign policy chief Kaja Kallas says the EU is actively exploring diplomatic and economic measures against Israel to alleviate the dire humanitarian situation in Gaza, but claims the goal is not to punish Israel.

The European Union is seeking ways to put pressure on Israel to improve the humanitarian situation in Gaza, its top diplomat said, as member states weighed action against Israel over what they see as potential human rights violations.

Israel has agreed to allow in fuel for the first time since March; the E.U. will have a presence at border crossings.
