Israel has agreed to allow in fuel for the first time since March; the E.U. will have a presence at border crossings.

The European Union is seeking ways to put pressure on Israel to improve the humanitarian situation in Gaza, its top diplomat said, as member states weighed action against Israel over what they see as potential human rights violations.

The agreement promises a ‘substantial increase’ of aid and the reopening of routes from Jordan and Egypt to alleviate the dire conditions for Gaza’s two million residents.
